Confirm with Jason, but this sounds like FPL base on individual income assuming single-person-family
use fpl for those whose person_type is < 4. You also use fpl for those whose person_type is 4 or higher AND who are tax_dependent=1. And then you use ind_fpl for those whose person_type is 4 or higher AND who are tax_dependent=0. I would recommend creating a TIAC variable to make this a little more straightforward and then using fpl for those who are not TIACs and ind_fpl for those who are.
